Depuis son accession à la présidence de l'État cubain en février dernier, Raul Castro a introduit une série de mesures « progressistes ». Doit-ton voir cette politique des « petits pas » comme un signe prometteur d'une ouverture graduelle vers la démocratie à Cuba ou plutôt comme une stratégie électoraliste visant à calmer la grogne populaire pour protéger la survie du régime castriste.
